The Challah cover covers the Challah - an unsliced loaf of bread, which is always braided. Until sundown, when Shabbat begins, the challah remains covered, either by a napkin or by a special Challah cover. At the beginning of the Kiddush, the father of the family says the blessing over the wine, and everyone drinks from the Kiddush cup.
